"Denial of service"

I presented myself for spinal X-ray at the Medical Centre recently in the early afternoon and was told to come back after 2 hours. I returned after 3 hours and was told that they won't bulk bill after 5pm, and that I was placed at the end of the queue.  

Even after I told the receptionist that I needed a referral for an X-ray, which I believe takes less than an average patient visit, I was denied an opportunity to see a doctor on the same day, even for a referral. 

The receptionist did not tell me on the first visit that if I return after 3 hrs, I will have to pay extra or have to wait another 2 hours. As a result, I wasted an entire day and do not even have a medical certificate to prove my attendance at the clinic.  

When I asked for a supervisor, I was told the manager was not in at the time, and that I should return the next day. I seek, what I feel to be unfair & unconscionable practises such as this, be revoked at all health centres, and I be allowed to have an X-ray without waiting to see a GP first.
