"Access by elderly to GP care at home"

My very elderly mother is unable to get care from her GP in her home. She is in poor health and has great mobility difficulties and therefore is unable to attend her GP's practice. Yet despite being a patient of her GP and that practice for nearly 20 years, she is unable to get care for her health concerns or to get her medication prescriptions renewed. No doctor from the practice is prepared to visit my mother at home. We have to rely on the local ambulance service for monitoring her health. This is despite 2 recent admissions to hospital for very serious health problems. And unless we can get a GP my mum will be unable to access palliative care services. GPs have been made the gatekeepers to our health system yet our experience is that they are failing in this role for my mother. I have raised this issue with the local ACT Health Network who acknowledged there is nothing that can be done beyond mum finding another GP. As she is immobile this is problematic.
