"Scheme not working as intended"

I feel the PATS Scheme is not working. I was given instruction by my medical practitioner in the Pilbara and the Obstetrician that I had to birth my first child in Perth due to being a high risk pregnancy. PATS refused to cover my travel or temporary accommodation prior to the birth; saying I could have birthed at the local health campus despite this being contrary to medical instruction.

At the birth my child required neonatal intensive care for 24 hours. When I tried to claim the PATS travel and accommodation for neonatal intensive care, PATS again said I could have had similar support at the local health campus, despite Karratha Health Campus having no neonatal incubators.

For my most recent second child birth we had the rigmarole of birthing in Perth with no family or fiends to assist, as we are not from Perth. We didn't bother to involve PATS regarding the High Risk pregnancy given the poor treatment we had by PATS from our first born.

The PATS scheme is very inconsistent. Although PATS did not cover travel or accommodation to Perth for a high risk pregnancy, or intensive care of our newborn, they did cover an 8 week general pediatrician appointment in Perth for our child.

Most recently, my second child required an 8 week general pediatrician appointment for hip dysplasia. The wait time for Karratha was too long, so we saw the private Pediatrician in Perth, knowing it was covered last time. Now PATS are saying they have changed their mind, and we should have waited longer to see the local Pediatrician in Karratha for hip dysplasia. On what grounds, do PATS staff have to dictate an option that is contrary to medical expertise and instruction? 

We have been detrimentally impacted for living in the Pilbara for the above 3 issues - each time the cost incurred by ourselves which no consistency from PATS. Why was a Pediatrician covered for one of my children, but not for my other child? Why does the PATS information sheet say that High Risk pregnancy, General Pediatrics and Neonatal Intensive Care are covered within the PATS scheme, but when it comes down to processing the forms, an anonymous assessor within PATS decides to decline the scheme for local families? The PATS scheme is severely flawed, in my opinion, subjective and unfair. When will the State Government step-up to make the PATS scheme fair and consistent for all? When will the State Government provide the regions with adequate health services for our children and expectant mothers so we dont even need to rely on the PATS scheme?
