"Understaffed"

I went into Prince of Wales Hospital emergency and waited over 8 hours to be seen. If the triage nurse or the nurse at the reception desk had notified me that they only had 2 doctors working in emergency (later on, only 1 doctor working with 5 nurses) I would have happily taken an uber or taxi to another hospital.
