"Multiple discharges"

My ex-husband was brought in to emergency by the police recently one night, discharged, only to be brought back in again the next day, and discharged again! He has only been out of Graylands for 6 months. Why was he not assessed by mental health? He was found walking in the middle of the road on a busy highway. Why release him so early? He's been in and out of mental hospitals in the last 18 months. I'm afraid he will severely hurt himself or someone else. Reminds me of the recent story of the man being released from hospital too early and ended up murdering his whole family a few hours later.
