"A doctor not seeing a patient"

My friend who is in their 80s, fell over recently. The good staff at the Centre picked them up and put them in and wheelchair. They took them to the medical centre nearby to be checked out. The doctor would not see my elderly friend. They said call an ambulance. The ambulance came priority 1 in the afternoon that day.

They did the ops and said my friend is OK and I drove them home. The ambos did the ops inside the waiting room of the Medical Centre.  My concerns are; I feel the ambulance people have better things to do, In my opinion, the resident doctor could have done the same job with very little fuss. I question why this doctor is even in the practice.
