"Sending new bills 7 months after visit"

Really disappointed in the way I understand billing is done. My parent had to visit the ED late last year and had the nurse + doctor take good care of them. After sending the bills within a month and getting the claims settled, they have sent another bill after several months! My parent had left the country 6 months back and the OVHC isn’t valid anymore. I feel, how do they expect the bill to be paid when they send something several months after? Quite a harrowing experience.
