"Lack of resident care"

I have a loved one in the hostel at the moment. I feel there has been such a lack of staff no one has helped my loved one shower in days. I recall staff have been complaining of working double shifts and it seems are often working without another person, leaving medications to be given out late or not at all, no help to the toilet or shower, soiled pads and more. My loved one does not like to complain, but, in my opinion, recent changes in staffing at this place has been horrible. There also now seems to be a lack of clinically experienced staff.
