"Dissatisfied with doctor's diagnosis and advice"

Each time I have seen the doctor at this Medical Clinic I have been dissatisfied with their diagnosis and advice. I often have to spend more time booking in with a different GP at a different practice to get a second opinion and receive more helpful medical advice and treatment.

Recently, I went in with what was presenting as a urinary tract infection (UTI). This doctor tested my urine and said there's definitely an infection but told me to come back in two days when the lab results came back. I asked for antibiotics in the meantime and they said no, take Ural (eases symptoms, does not cure infection). From what I understand with a UTI, if it is left untreated (which was the doctor's advice for the next two days), it can travel to your kidneys which is very clearly a serious illness. 

I got a second opinion on the same day and the doctor I saw immediately gave me antibiotics that were general enough to help with the infection (after they saw the urine sample they said it was quite severe) and told me to come back the next day for a follow up in case things worsen.

I am concerned that this doctor, in my opinion, is out of practice and is potentially putting the health of the public at risk. This is not the first time this doctor has refused to prescribe me something I feel I clearly need in order to get well.
