"Release from hospital when the patient is not able to care for themselves"

(as a relative),

Why would my sibling be released from hospital to a seemingly unsafe environment following a stroke that has resulted in them not being able to speak? I am very concerned that if another emergency situation arises my sibling will be unable to contact emergency services.
